The Baltimore County Lynching Memorial Project (BCLMP) was established in January 2020 to honor victims of racial terror lynching in Baltimore County and to confront the legacy of racial injustice experienced by the Black community.

Working with Bryan Stevenson's Equal Justice Initiative (EJI) the original project included a soil collection and student essay contest completed in 2018 and the installation of an EJI historic marker dedicated on May 8, 2021 to the memory of 15-year old Howard Cooper, who was lynched in front of the Old Jail in Towson, MD in 1885.
The BCLMP has conducted extensive archival research and oral histories to support work by the Maryland Lynching Truth & Reconciliation Commission.
The BCLMP worked with the Commission to hold the Baltimore County hearing on June 4, 2022 at the Old Baltimore County Courthouse.

The BCLMP plans and runs impactful, annual programming:

Voices for Truth, a Racial Justice Poetry Project for 6th-12th graders

a January BCLMP Community Forum with films, speakers, and discussion

The Annual July 13th Howard Cooper Community Remembrance Ceremony and-Park Sign Dedication

For several years the BCLMP has been working to establish a Truth & Community Remembrance Park (complete with interpretive signage) near the Old Towson Jail, in Towson, the site of Howard Cooper's lynching in 1885.
