The Baltimore County Lynching Memorial Project, established in January 2020, works together to honor victims of racial terror lynching in Baltimore County and confront the legacy of racial injustice experienced by the Black community.

The project includes a soil collection completed in 2018 and an historic marker dedication on May 8, 2021 for 15-year old Howard Cooper, who was lynched in front of the Old Jail in Towson, MD in 1885. The Baltimore County LMP has conducted extensive archival research and oral histories to support work by the MD Lynching Truth & Reconciliation Commission. The Baltimore County T&R Hearing took place on June 4, 2022 at the Old Baltimore County Courthouse.

As part of continuing the conversation, the Baltimore County LMP plans and runs impactful, annual programming: the Racial Justice Poetry Contest+Exhibition for 6th-12th graders, a January Community Forum, July 13th Howard Cooper Remembrance Event, and other opportunities to come together in dialogue. Baltimore County LMP is currently working to establish a Truth & Community Remembrance Park in Towson, near the site of Howard Cooper's lynching.
